Yes, there is a risk of terrorism in Mali.  Terrorist groups have a large presence and dominant much of the region.  They mainly target military convoys but will also likely target foreign visitors to advance their cause.  As a western traveler, the threat of kidnap or being specifically targeted by terrorist groups is high.
